TWO SUSPECTS HELD IN UGANDA AS THIRD IS INTERCEPTED IN NAIROBI OVER DR. MUTISO MURDER A specialised team investigating the assassination of Dr. Victoria Nthunya Mutiso, comprising detectives drawn from DCI Headquarters' Crime Research and Intelligence Bureau (CRIB), Operations Directorate and Homicide Bureau, has made a further breakthrough, arresting three more suspects, in a coordinated operation spanning Nairobi and Kampala. Acting on forensic analysis, the team proceeded to Kyanja Heights flats in the Nakawa suburb of Kampala. With the assistance of the Uganda Police Force, they arrested two suspects who had illegally sneaked into Uganda after the murder: 1. No. 118491 Police Constable Bett Kiplangat Collins, attached to Thogoto Police Station 2. Pius Muiru Mbugua, a civilian The National Police Service (NPS) acknowledges the professional support of the Uganda Police Force, whose cooperation made the raid, arrests and secure detention possible. The two suspects are held at Jinja Road Police Station pending an escorted return to Nairobi. Earlier, the same investigation team intercepted a third suspect, Samuel Karanja Gathoni, also known as βLawyerβ, within the Langata Multi-Media area as he headed towards Ongata Rongai. Investigations have established that PC Bett was tasked with surveillance and served as co-driver to Daniel Mwangi Njoroge, a central organiser of the operation and driver of the Land Cruiser Prado registration KDH 600A. That vehicle was used to box in the Uber in which Dr. Mutiso was travelling on the morning of 29 July 2026 in Upper Hill, Nairobi, moments before she was fatally shot. Detectives have further established that Pius Muiru Mbugua was a key link between the execution team and the person who contracted them. Mbugua served as paymaster, moving money for logistics and the movement of the hit team. The suspects arrested in Uganda are being prepared for escort to Kenya, where all three will be processed and arraigned in accordance with the law. Flight delayed the file. It did not close it. The DCI records its sincere gratitude to the family, friends and relatives of Dr. Mutiso, and to members of the public, for the overwhelming patience and steadfast support they have extended to detectives. That confidence made these investigations possible at a time when some political actors, hungry for cheap political mileage, chose to flood the airwaves with reckless, inflammatory and unsubstantiated claims. They peddled propaganda and rumour that the suspects had been arrested and quietly released, and that security officials had facilitated their escape. Those assertions were false. They were calculated to smear the investigation, shake public trust and cast detectives as accomplices rather than pursuers. Yesterdayβs arrests, effected in Kampala are the factual answer to that noise. The DCI will continue to update the public on significant developments as investigations progress and whenever it is operationally appropriate to do so. Arrest of Suspect Over Inciteful Social Media Posts Detectives from the Directorate of Criminal Investigations (DCI) Headquarters have arrested Justin Kinyua Mwangi for publishing social media content amounting to hate speech and ethnic contempt. Mwangi, who describes himself on Facebook as a political storyteller and digital strategist and administers the Facebook account Justin Kinyua, was arrested today, 4 August 2026, in Wanguru Town, Mwea, Kirinyaga County. The suspect faces charges of hate speech and ethnic contempt contrary to sections 13 and 62 of the National Cohesion and Integration Act respectively and will be arraigned in court tomorrow. The DCI remains resolute: freedom of expression is a constitutional right, but it is not a licence to sow division, incite hatred or threaten national stability. Those who abuse digital platforms to undermine peace and cohesion will face the full force of the law without exception.

Awange Oscar Akoth was nabbed by detectives following investigations into the alleged forgery and use of a fraudulent KCSE certificate in connection with his employment at the Kenya Railways Corporation. The case came to light after Kenya Railways undertook an authentication exercise of academic and professional certificates presented by its employees. During the exercise, Akothβs KCSE certificate, purportedly issued by the Kenya National Examinations Council (KNEC), was flagged for further scrutiny. Verification by KNEC subsequently confirmed that certificate number 624785, purportedly issued in 1993, had been forged. Detectives established that grades in three subjects had allegedly been altered from D (Plain) to C (Plain), while the mean grade had also been tampered with, changing it from D+ (Plus) to C (Plain). Following the investigations, the case file was forwarded to the Office of the Director of Public Prosecutions (ODPP) for directions. Upon reviewing the evidence, the ODPP directed that Akoth be charged with Uttering a False Document, contrary to Section 353 of the Penal Code, and Fraudulent Acquisition of Public Property, contrary to Section 45(1)(a) of the Anti-Corruption and Economic Crimes Act (ACECA). With the suspect having remained at large, detectives trailed him to Mombasa. Their efforts paid off when they finally caught up with and arrested him in Changamwe.
