After an FBI investigation with our DOJ partners, Dr. Fauci’s associate, David Morens, just pleaded guilty to conspiracy in a scheme to avoid FOIA requests and the Federal Records Act connected to COVID-19 research grants. The FBI uncovered that Morens, Co-Conspirator 1, Co-Conspirator 2, and others conspired during the COVID-19 pandemic to defraud the United States after the National Institutes of Health terminated Co-Conspirator 1’s grant. NIH terminated the grant, “Understanding the Risk of Bat Coronavirus Emergence,” based on allegations that COVID-19 emerged from the Wuhan Institute of Virology (WIV) in Wuhan, China. Mr. Morens and his co-conspirators then agreed in writing to intentionally hide their communications from public view by corresponding through Morens’s personal Gmail account rather than his official NIH email account. 🚨 This morning, the FBI arrested Massachusetts State Rep. Francisco Paulino - charged in an alleged scheme involving COVID-19 relief fraud and money laundering. Paulino allegedly stole approximately $700,000 in pandemic relief funded by taxpayers, using it for personal expenses like real estate, loan payments, and transfers to his campaign account. Paulino also allegedly loaned taxpayer funds out at a significantly higher interest rate than he was paying. He is charged with eight counts of wire fraud and three counts of unlawful monetary transactions/money laundering. Growing up as a first generation American citizen on Long Island NY, 9/11 hit extremely close to my family. On one of the worst days in American history when savage terrorists attacked our homeland, so many friends, neighbors, and other first responders ran toward danger to protect and serve their fellow Americans. In the wake of so much tragedy, we saw the best of our country respond. I was honored to visit the 9/11 Memorial in New York paying tribute to all those who defended America in her darkest hour. That includes the far too many who have died in the years since from 9/11 related illness in the FBI that I’m extremely proud to lead. Their sacrifices - and the sacrifices of ALL law enforcement, first responders, and our military who gave their lives - will NEVER be forgotten. And let it be known to any law enforcement organization who chooses to disrespect the brave souls who lost their lives on this day - you will have no friend in me, and no friend in this FBI. Thanks to the brilliant work of @FBIAlbany and our partners - this FBI stopped yet another alleged terrorist attack. Last night the FBI arrested an individual - Jessica Bowie - who allegedly swore allegiance to ISIS and planned to carry out a deadly attack with explosives on the New York State Capitol. In her own words, as alleged in the complaint - Bowie wanted to “destroy as much of the building as possible” and “kill the Senators while they are meeting.” The alleged plans were in advanced stages to where the subject had conducted surveillance at the state Capitol at least 5 times and purchased materials to make an explosive device. She has been charged with attempting to provide material support or resources to a designated foreign terrorist organization. I want to thank our incredible agents, Intel teams, federal and regional partners, and our Justice Department who executed and likely saved many lives. This FBI is now built to act quickly with more precision than we ever have before. We have thousands of more personnel in the field, a rebuilt DSIC coordination hub to share intelligence, stronger partnerships with local law enforcement than in history, and more counterintelligence partnerships around the world than ever to find threats wherever they try to hide. This is just the latest example of this FBI stopping an alleged terrorist in their tracks - in 2026 we’ve already disrupted 400+ such attacks at home and around the world.
