La Comisión Interamericana de Derechos Humanos (CIDH) remitió el caso de Fernando Albán a la Corte Interamericana al concluir que el Estado venezolano no investigó su muerte ni sancionó a los responsables. Fernando Albán fue detenido el 5 de octubre de 2018. Permaneció desaparecido por más de 20 horas y, según la CIDH, fue presionado para incriminar a dirigentes opositores. El 8 de octubre de 2018, Albán fue asesinado mientras estaba bajo custodia del SEBIN. La CIDH concluyó que el Estado no explicó de forma verificable lo ocurrido y calificó los hechos como una ejecución extrajudicial. Aunque en 2021 el Estado reconoció que fue un homicidio, solo dos custodios fueron condenados y luego excarcelados. La CIDH concluyó que persiste la impunidad. La Corte Interamericana evaluará laresponsabilidad internacional del Estado venezolano y las violaciones de derechos humanos cometidas contra Fernando Albán y su familia.
