Peuple congolais, le mercredi 8 juillet, retrouvons-nous nombreux au Palais de la Nation pour exiger la démission de M. Félix Tshisekedi. En effet, les articles 219, 220 et 64 de notre Constitution sont sans ambiguïté. L'article 219 interdit toute révision de la Constitution pendant l'état de guerre, l'état d'urgence ou l'état de siège. L'article 220 rend intangibles, notamment, la limitation du nombre et de la durée des mandats du Président de la République. Enfin, l'article 64 qualifie toute tentative de renversement du régime constitutionnel d'infraction imprescriptible contre la Nation et l'État. Nous considérons que le projet de changement de la Constitution afin de contourner ces dispositions constitue un coup d'État constitutionnel.

L’arrêté de la ministre de l’ESU suspendant toutes les activités académiques au sein des établissements publics d’enseignement supérieur et universitaire de Goma et de Bukavu me conduit à une conclusion : le pouvoir de Kinshasa est en plein dans le complot visant à la balkanisation de notre pays. Cette mesure signifie tout simplement que nos frères et sœurs vivant à Goma et à Bukavu, notamment les étudiants, sont abandonnés aux mains des rebelles de l’AFC/M23. J’ai pris connaissance avec stupéfaction de l’arrêté interministériel du 20 juillet 2026, signé conjointement par les ministères des Finances et du Numérique. Dans un pays où le chômage frappe durement notre jeunesse, l’État devrait soutenir celles et ceux qui innovent, créent des emplois et bâtissent l’économie de demain, plutôt que leur imposer de nouvelles barrières. Soumettre des startups, parfois encore sans aucun revenu, à des « droits d’autorisation » pouvant atteindre plusieurs dizaines de milliers de dollars est une aberration économique. Une telle mesure risque d’étouffer l’innovation locale, de décourager les entrepreneurs et de pousser davantage d’activités vers l’informel. La RDC ne peut pas prétendre promouvoir l’économie numérique tout en adoptant des mesures contraires à l’esprit du Startup Act. Cet arrêté doit être revu sans délai, dans le cadre d’un dialogue sérieux avec les acteurs du secteur. L’innovation ne se décrète pas : elle se libère, s’accompagne et se protège. Les innovateurs et entrepreneurs congolais ont tout mon soutien.
