#EnforcementAlert 180 bags of Smuggled Pakistan Rice in Disguise as Cassava Impounded. In the plains of Namutumba the URA enforcement uncovered and impounded 180 bags of smuggled bags of rice hiding beneath a layer of dried cassava. But how did this happen? On the evening of 19 August 2026, the Iganga team received intelligence that a vehicle was allegedly carrying several bags of Pakistan rice cleverly concealed beneath dried cassava. The rice had reportedly been hidden at a consolidation store in Namutumba, with the consignment destined for Kampala. The planned route was the Tirinyi Road through Iganga. Unfortunately for the smugglers, someone was apparently watching the watchers. The perpetrators closely monitored the movement of the team’s pickup, seemingly convinced that they had discovered the surveillance. What they did not know was that the team had already put effective counter-intelligence measures in place. Change of route lands them into the taxman. Instead of proceeding through Iganga as planned, the suspects abandoned the main route and turned towards rural roads through Kaliro and Kamuli, apparently hoping to shake off the surveillance. But the chase had already become a game of strategy, and the team was several moves ahead. The Iganga team covertly moved ahead and established an ambush along the anticipated route in Kamuli District. At approximately 3:00 a.m. on 20 August 2026, an Isuzu short chassis truck, registration UBG 574G, was intercepted and brought under control. Thorough verification, confirmed 4.5 tonnes of Pakistan rice in 180 bags, concealed beneath the dried cassava. The incident reveals that smuggling operations can sometimes come dressed in surprisingly ordinary clothing, in this case, arrive under a blanket of cassava. However, the cassava did not fool the intelligence. According to URA, concealment is among the methods commonly used by smugglers to evade detection, and without effective intelligence, such hidden consignments can easily slip through the cracks. Additionally, imported rice from outside the East Africa Community (EAC) is subject to customs duty, standards, inspection and other import requirements. Rice transported without the required customs clearance or concealed to evade tax constitutes a smuggling offence.

📍 Jinja URA has trained 45 Customs clearing agents in Jinja, with integrity at the heart of the engagement. The session covered customs processes, the role of clearing agents, anti-smuggling, and customs valuation. Supervisor Jinja Customs, Vivienne Namusoke, hailed clearing agents as key partners in trade facilitation, noting that compliance benefits both URA and the business community. Supervisor Customs Enforcement Eastern, Elvis Kairanga, urged agents to steer clear of shortcuts: "You can help your clients make money without playing dirty games. Work with integrity and honesty and we will have absolutely no issue with you." Officer In Charge Customs, Gerald Engalu, took participants through customs valuation and the dos and don'ts of clearing work, stressing that integrity is a shared responsibility between URA and clearing agents.
