عقد اجتماع داخل السفارة البريطانية في أنقرة قبل ثلاثة أيام بمشاركة ممثلين من بريطانيا وألمانيا وفرنسا، إضافة إلى مسؤول تركي، وكان محور الاجتماع قمة الناتو المقررة في أنقرة يومي 7–8 يوليو ومستقبل دور تركيا داخل الحلف. يرى المجتمعون أن القمة ليست اجتماعًا بروتوكوليًا فقط، بل قد تحدد: مكانة تركيا داخل الناتو. وعلاقة أوروبا بتركيا أمنيًا. ودور تركيا في البحر الأسود والشرق الأوسط. وحدود التعاون بين الناتو والاتحاد الأوروبي. وسيكون أربعة ملفات رئيسية على جدول أعمال الناتو أ) الدفاع الجماعي إذا تعرضت دولة عضو للخطر، كيف يتدخل الحلف؟ فالحرب الإقليمية الأخيرة والتهديدات الصاروخية أعادت طرح سؤال جاهزية الناتو وقدرته الدفاعية. ب) زيادة الإنتاج العسكري والتعاون الدفاعي وهناك ضغط أمريكي على الدول الأوروبية لرفع الإنفاق العسكري وتقوية الصناعة الدفاعية المشتركة. وتركيا من الدول التي ستتعهد بزيادة الإنفاق ج) الشرق الأوسط والطاقة والأمن الشرق الأوسط لم يعد خارج اهتمام الناتو؛ أمن الطاقة، إيران، مضيق هرمز، وإسرائيل كلها عوامل تجعل المنطقة جزءًا من الحسابات الأمنية الغربية. د) البحر الأسود والحرب الأوكرانية الحرب الروسية الأوكرانية جعلت البحر الأسود منطقة استراتيجية، وهنا تظهر أهمية تركيا بسبب موقعها واتفاقية مونترو. ويتبين مما سبق انه لا يمكن للناتو توسيع نفوذه في الشرق الأوسط والبحر الأسود مع تهميش تركيا إذ انها تملك موقعًا جغرافيًا حاسمًا وتمتلك صناعة دفاعية متقدمة نسبيًا وتتحكم بمضائق البحر الأسود عبر مونترو وعضو في الناتو لكنها ليست عضوًا بالاتحاد الأوروبي. نعم فرنسا قد تميل لرؤية أمنية أوروبية أكثر استقلالًا لكن ألمانيا اليوم تبدو أقل تشددًا تجاه إشراك تركيا. خلاصة القول إن قمة الناتو المقبلة قد تكون لحظة تعيد تعريف موقع تركيا بين الغرب وأوروبا والشرق الأوسط، وإن الدول الغربية بدأت تتعامل مع أنقرة كضرورة أمنية أكثر من كونها خيارًا سياسيًا. وختاما تسعي تركيا اليوم إلى جعل القمة متميزة ومختلفة بحضور عدد من قادة الخليج بعد موافقة جميع الحضور
