For the first time in its history, Russia cannot wage war without reinforcements from North Korea. It is now preparing to deploy an additional North Korean contingent on its territory. It has also received additional ballistic missiles from North Korea. Everyone around the world must understand what this means. This is not only about the lives of people in Ukraine, and not only about the threats we face. North Korea’s ballistic missiles and other weapons are being improved through its collaboration with Russia. The more North Korean strikes there are here in Ukraine, in Europe, the more their missiles and soldiers are used, the more they correct their shortcomings and blind spots, the greater the danger will later be for Japan, the Republic of Korea, the Philippines, and other countries in the region. That is why, when we speak about the need for joint action, for coordination and mutual support, when we speak about the need to help us strengthen our air defense, we are also, in fact, speaking about taking away North Korea’s appetite and any interest in coming here – to our land and into our skies – with its weapons in order to learn how to wage war. Today in the Odesa region, the Russians once again destroyed an ordinary passenger train locomotive with a jet-powered drone. There were 340 people on the train. And whoever was operating that drone certainly could not have been unaware that the target was entirely civilian. As of now, unfortunately, we know that the locomotive engineer and his assistant were killed in the strike. My condolences to their families and loved ones. There were also strikes overnight in 11 regions – the Russians used more than 130 attack drones. Every day, the Russians strike ordinary people’s lives simply for the sake of terror. And unfortunately, far from every such attack receives a strong response from the world. More air defense support and more pressure on Russia are needed if the world is serious about stopping this war in Europe.

Last night, Ukraine’s Defense Forces carried out a unique operation targeting the naval base in Novorossiysk – the last major stronghold of the Russian fleet in the Black Sea, more than 300 kilometers from the front line. Our Palianytsia jet-powered drones, Neptune missiles, and unmanned naval systems successfully struck the designated targets. Hits on air defense positions, piers, and seaport infrastructure have been confirmed. I thank the warriors of the Armed Forces of Ukraine, the Security Service of Ukraine, and our intelligence agencies for their accuracy and good results. The occupation fleet and all the infrastructure supporting it will not be safe as long as Russian aggression continues. The war must be stopped, and all reasonable proposals for diplomacy are on the table. Glory to Ukraine!

I thank Chinese leader Xi Jinping for his congratulations to Ukraine on our most important national holiday. Independence is an unconditional value for Ukrainians, as it is for all other sovereign nations. We appreciate that over these 35 years, we have built relations with China based on mutual respect and full recognition of the values of our peoples. We count on further cooperation and on China playing a strong diplomatic role in bringing Russia’s war against our country to an end. Peace can be our shared achievement.

Today, there are new significant results from our deep strikes. In Russia’s Samara region, one of the key enterprises within Roscosmos – the Progress Center, which was involved, among other things, in electronics production – was hit. Flamingo missiles were used. A good achievement. The distance from our border is about 900 kilometers. Our long-range sanctions also reached the Savasleyka airbase, where the carriers of Russian missiles that strike our cities and villages are based – about 700 kilometers from Ukraine. We also have confirmation of the damage we were aiming to inflict at an oil facility in Ust-Luga – more than 800 kilometers from our border. I am grateful to all the units involved for their accuracy. Our plan of long-range sanctions against Russia for this war is being implemented, and it is important that Russia’s war potential be reduced. Peace is needed, and this must be evident in Russia – through concrete damage to specific facilities. Glory to Ukraine!

Over the past day, our warriors imposed sanctions on 16 targets in Russia. In particular, there were long-range responses against oil facilities – Russia’s oil wallet that finances the war. They also struck airfields, a missile unit, and infrastructure that is constantly used to launch attacks against Ukraine. Our sanctions also hit a military enterprise and Russian logistics. The war must return to where it came from. Ukraine responds to Russian strikes, and we do so in a way that ensures the cost of the war for the aggressor inevitably rises. We are justly reducing Russia’s capacity for aggression. I thank all the warriors involved for their accuracy! Glory to Ukraine!

If Putin wants war so badly that he has now resorted to yet another political manipulation with his sham elections, to the point that he was afraid to allow even a single party that said at least something about the need for peace on the ballot – and removed the Yabloko party – then his priorities are crystal clear. Putin’s plan is not particularly complicated. He wants to create the impression that Russians support the war – every party still permitted to run is against peace. And then, after the so-called elections, he plans an additional rapid mobilization of several hundred thousand Russians by the end of the year, plus just as many more next year. This will be on top of the recruitment they are trying to carry out through contract enlistment.

The vicious Russian “safari” against our people in Kherson has long gone beyond anything a normal person could imagine. This morning, the Russians struck an ordinary minibus in Kherson with an FPV drone. Four people were killed and five others were wounded. All necessary services are at the scene, investigating the details. What is absolutely clear is that the bus was civilian. These are the realities of everyday life in Ukraine’s frontline regions. While partners hesitate over additional supplies of defense equipment, the Russians have long run wild. Pressure on the aggressor is needed. Support for those defending life is needed. I thank everyone who continues to provide assistance packages and impose new sanctions on the aggressor.

This year, we have two and a half times fewer interceptors than we had in 2025. Russia has two times more ballistic missiles per month than they had before. We pay 100% to the Americans for ballistic missiles. We get the package from the U.S. and then comes my personal involvement. It doesn't work the other way. It's my personal talks, meetings and phone calls each day. I try to exchange something for missiles. I'm asking American partners to sell 5% of the missiles they have in stock. If the Americans sell us 5% – PAC-3 interceptors, nothing else – we will go through the winter and save people's lives. If they can sell us 10%, we will destroy all the Russians' ballistic missiles.
