La Corte avaló que los independientes tengan prohibido compartir propaganda, imagen, emblemas, plataformas, estrategias de promoción y eventos proselitistas, además de cualquier mecanismo de coordinación que en los hechos los haga funcionar como partido o coalición. En términos prácticos, si distintas candidaturas del llamado Movimiento del Sombrero utilizaran de forma coordinada el sombrero como emblema común de campaña, podrían entrar en el supuesto restringido por la reforma. Eso no significa que exista una prohibición personal para que Grecia Quiroz se ponga físicamente un sombrero. Además, la Suprema Corte invalidó las disposiciones que permitían sancionar únicamente porque los electores percibieran que varias candidaturas pertenecían al mismo movimiento. Las autoridades tendrán que demostrar una coordinación real mediante elementos objetivos.
