Your flight gets a new flight number. Under DOT's own rule, that counts as a cancelled flight, and a cancelled flight is owed an automatic refund. Right now, airlines don't have to pay it. The Department of Transportation just extended its pause on enforcing that refund rule through July 2027. The exception is narrow. It only applies if renumbering is the only thing that changed. Add a 3+ hour shift, a different airport, or a downgraded seat, and the refund rule applies in full, no exception. Airlines asked for this flexibility to reassign flight numbers between mainline and regional service without triggering a refund every time.
