    No conozco al nuevo Ministro de Salud Dyer, pero veo que un montón de gente lo critica bastante al por "no ser médico" mientras que el sr para encontrando: - 56 millones de agujas/jeringas que costaron decenas de millones de soles y están ocupando almacenes sin uso - S/10 millones en pruebas COVID vencidas que siguen almacenadas - ambulancias nuevas listas para trabajar pero paradas por trámites burocráticos - almacenes llenos de productos obsoletos mientras faltan espacios para medicamentos e insumos que sí se necesitan - problemas serios de planificación, inventario y distribución en CENARES - tomógrafos y equipos de rayos X fuera de servicio mientras los pacientes necesitan esos exámenes y el ministerio sigue pagando por estos (aquí hay gato encerrado) - equipos médicos enviados a reparación que después de bastante tiempo todavía no regresaban al hospital - equipos alquilados que seguían generando pagos a pesar de no estar funcionando - denuncias y sospechas de que mantener ciertos equipos fuera de servicio podría beneficiar a privados a los que terminan derivando pacientes. Esto último hay que investigarlo, no darlo por probado. - hospitales y centros de salud que todavía entregan resultados impresos y obligan al paciente a hacer colas para recoger papeles y llevarlos físicamente - historias clínicas y procesos que siguen sin estar realmente digitalizados - más de la mitad de establecimientos de salud sin conexión a Internet - sistemas prácticamente inexistentes para comunicarse de manera moderna con el paciente - alrededor de 30% de citas médicas donde el paciente no aparece, sin buenos sistemas de confirmación, recordatorio o cancelación - procesos administrativos absurdamente lentos que terminan retrasando citas, tratamientos, medicamentos y cirugías - inversiones mal priorizadas en enormes hospitales/"elefantes blancos" en vez de fortalecer postas, atención primaria y prevención Y todo esto lo encuentra literalmente en sus primeros días. No sé si Dyer va a terminar siendo un buen Ministro de Salud, pero me parece rarísimo que la principal crítica sea "no es médico" cuando buena parte de los problemas que está encontrando no son problemas médicos. Son problemas de gestión. ¿Quizás el MINSA no necesitaba necesariamente otro médico administrándolo? Quizás necesitaba a alguien que entrara y preguntara: "¿por qué diablos hacemos las cosas así?"

Frente al Fenómeno El Niño necesitamos prevención y coordinación real entre todos los sectores, incluidos Salud y MIDIS. Eso tampoco está ocurriendo. Mientras tanto, la reorganización de la ANA y los cambios en las reglas para las organizaciones de usuarios de agua avanzan sin suficiente debate, poniendo en riesgo la protección de las fuentes de agua y la seguridad hídrica del país. A ello se suman los cuestionamientos en las designaciones, encargaturas y falta de idoneidad para conducir sectores que requieren conocimiento técnico y experiencia. Y la delegación de facultades confirma el problema de fondo: una larga lista de medidas, pero sin políticas públicas claras que les den rumbo y coherencia.
