Lo acusan de “interferir” en la Función Electoral por haber participado, votado y firmado una resolución del Concejo Metropolitano de Quito que se exhorta a los organismos electorales a respetar la democracia y en la que se condena la proscripción de varias organizaciones políticas. La resolución, aprobada el 21 de julio pasado, expresó un rechazo político e institucional a decisiones que, según el Concejo, podían restringir a organizaciones y opciones políticas. También incluyó un “recordatorio” al TCE sobre la necesidad de garantizar la participación y evitar decisiones que puedan convertirse en mecanismos de persecución o proscripción política. Además, el documento dispuso que ese pronunciamiento fuera enviado al TCE, al CNE y a organismos internacionales y misiones de observación electoral. Para la denunciante, eso convirtió una posición política del Concejo en una supuesta interferencia sobre competencias exclusivas de la Función Electoral. Y por eso pide una sanción máxima: destitución de Pabel Muñoz como alcalde de Quito, multa de 50 salarios básicos y suspensión de sus derechos políticos por cuatro años. En otras palabras, se pretende sacar del cargo al alcalde de Quito por haber respaldado y firmado un pronunciamiento político del Concejo sobre decisiones electorales.
