I express my solidarity with Spain in the current situation of illegal migration in Ceuta. While third-country nationals in Ceuta do not enjoy free movement to mainland Spain or the rest of the Schengen area, Spain’s firm response, including ongoing accelerated returns, demonstrates our determination to protect our external borders, combat illegal migration, and dismantle criminal smuggling networks. I just had a good phone conversation with Dr Ilija Srdanović. I congratulated him on the Student List’s election victory in Serbia. The priority now is to establish Parliament and the new government without delay, through a peaceful transition and in full respect of the election results. Serbia’s place is in the European Union. We stand ready to support its European path, with a clear focus on the reforms the Serbian people have called for: the rule of law, the fight against corruption and media freedom.

We deeply regret the ratification today by the Libyan Parliament of the so-called Libyan-Türkiye Memorandum of Understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea. We recall that the EU’s position on this matter was clearly stated by the European Council in 2019 and remains unchanged. This agreement infringes upon the sovereign rights of third states, it does not comply with the Law of the Sea, and is null and void. We reaffirm our solidarity with Greece and Cyprus. We reiterate the EU's well known position against any outside interference in Libya.

The images from Ratko Mladić’s funeral yesterday in Belgrade were shocking. Ratko Mladić was a convicted war criminal. He was responsible for genocide, war crimes, and crimes against humanity. He died while serving a life sentence for the Srebrenica genocide and other crimes. The elements of official support and the presence of some senior Serbian officials at the funeral are deeply regrettable. They demonstrate a failure to confront a dark chapter in Europe’s recent history and contradict the values underpinning Serbia’s path towards the European Union. Our thoughts are with all the victims of the crimes committed in the countries of former Yugoslavia.

International justice must be defended. There cannot be lasting peace without accountability. The EU deeply regrets the decision of the United States to impose institutional sanctions on the International Criminal Court (ICC). We will carefully analyse the situation and take the appropriate steps to protect the Court. The US decision to delay the entry into force of its latest measures is an opportunity for dialogue.
