INDEPENDENT NATIONAL ELECTORAL COMMISSION PRESS STATEMENT CLARIFICATION ON THE OMISSION OF SOME CANDIDATES FROM THE FINAL LIST FOR THE 2027 GOVERNORSHIP ELECTION The general public is aware of the recent decision of the Supreme Court in INEC v. Zenith Labour Party, Appeal No. SC/CV/495/2026 delivered on 24th September, 2026. The decision arose from INEC’s appeal against the judgement of the Court of Appeal, which nullified the provisions of Section 77(5)-(7) of the Electoral Act, 2026 requiring the submission of membership registers as a prerequisite for the conduct of valid party primaries. However, the Supreme Court, in the aforementioned judgement, held that the provisions of Section 77(5)-(7) of the Electoral Act, 2026 are constitutional and mandatory for all political parties. In particular, the Court upheld the constitutionality of Item No. 2 of INEC’s Timetable and Schedule of Activities, which mandated political parties to submit their membership registers between 21st April and 10th May, 2026. Furthermore, the Court held that failure to comply with the provisions of Section 77 (5)-(7), renders the defaulting political parties ineligible to sponsor any candidate for the election. In accordance with Section 287(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Commission, while finalizing the list of candidates for the Governorship election applied the above decision of the Supreme Court and excluded political parties that failed to comply with Section 77(5)-(7) of the Electoral Act, 2026, in relation to fielding of candidates. Meanwhile, the final list of Presidential and National Assembly candidates had already been published on 12th September, 2026, thirteen days before the Supreme Court delivered its judgement. Under Section 32(2) of the Electoral Act, 2026, political parties that believe their candidates were wrongly left off the list have 14 days from the date of publication to notify the Commission. The deadline is 24th October, 2026. The Commission assures the public of its commitment to transparency, the rule of law and the credibility of the electoral process. Our Allegiance Is to Nigerians’: INEC Chairman Assures ECOWAS of Commission’s Neutrality #NigeriaDecides2027 The Independent National Electoral Commission (INEC) has assured the Economic Community of West African States (ECOWAS) of its commitment to conducting credible, transparent and peaceful 2027 general elections, disclosing that Nigeria’s National Register of Voters has surpassed 103 million. INEC Chairman, Prof. Joash Amupitan, SAN, gave the assurance while receiving the ECOWAS Pre-Election Fact-Finding Mission, led by former Vice-President of Sierra Leone, His Excellency Victor Bockarie Foh, at the Commission’s National Headquarters in Abuja. Amupitan described the 2027 general elections as a pivotal milestone in Nigeria’s democratic journey since 1999, stressing that their successful conduct would have significant implications for democratic stability and consolidation across West Africa. He disclosed that the Commission had successfully completed nine of the 14 major statutory milestones contained in its revised timetable and schedule of activities for the elections. According to him, the Commission has concluded three phases of the Continuous Voter Registration exercise and completed the physical display of the Preliminary Register of Voters nationwide. Providing details of the scale of the electoral exercise, Prof. Amupitan said INEC would deploy personnel and technological resources across the 36 states and the Federal Capital Territory, covering 774 Local Government Areas, 8,809 Registration Areas and 176,846 polling units. He said the Commission had adopted a field-driven approach to assessing its preparedness, conducting zonal readiness assessment tours across the country's geopolitical zones. On technology, Amupitan reaffirmed INEC’s commitment to deploying the Bimodal Voter Accreditation System (BVAS) for fingerprint and facial biometric accreditation, alongside electronic result management systems. He also highlighted the introduction of the eEC8A electronic verification platform, which, according to him, would complement transparent result management and verification through the INEC Result Viewing Portal (IReV). On election security, Amupitan said the Commission was working with relevant security agencies through the Inter-Agency Consultative Committee on Election Security (ICCES) to strengthen security arrangements ahead of the polls. The INEC chairman called for stronger ECOWAS collaboration in deploying long-term and short-term election observers, sharing technical expertise and addressing emerging challenges such as electoral disinformation, logistics and inclusive voter education. He also urged the regional body to sustain diplomatic engagement with political parties, civil society organisations and other stakeholders to promote peaceful campaigns and respect for democratic commitments. In his remarks, the Head of the ECOWAS Pre-Election Fact-Finding Mission, Victor Bockarie Foh, explained that the mission was part of the regional organisation’s established practice of assessing electoral preparedness in member states approaching general elections. Foh, alongside the Head of the ECOWAS Electoral Assistance Division and Permanent Secretary of ECONEC, Mr Serigne Mamadou Ka, said the mission was undertaken in line with Article 31 of the ECOWAS Protocol on Democracy and Good Governance, Article 53 of the ECOWAS Conflict Prevention Framework and relevant decisions of the Authority of Heads of State and Government. He explained that the mission was designed to assess the preparedness of electoral stakeholders and identify areas where the ECOWAS Commission could provide support.

INDEPENDENT NATIONAL ELECTORAL COMMISSION PRESS STATEMENT REVIEW OF COMPLAINTS RELATING TO THE FINAL LISTS OF GOVERNORSHIP AND STATE HOUSES OF ASSEMBLY CANDIDATES FOR THE 2027 GENERAL ELECTION Further to its Press Statement of 13th October, 2026, the Independent National Electoral Commission (INEC) wishes to inform political parties, candidates and the general public of the outcome of its consideration of complaints received following the publication of the final lists of Governorship and State Houses of Assembly candidates on 10th October, 2026. The complaints concerned the omission of certain political parties, the wrongful inclusion of candidates of political parties whose names were not contained in the membership registers submitted by their political parties, and instances of alleged multiple nominations. Following a review of the complaints, relevant records and applicable legal provisions, the Commission found merit in some representations and approved the inclusion of affected candidates and their political parties, while complaints found to be without merit were declined. In addition, some names that were wrongfully published in the final list were removed after verifying that their names were not on the register. The Commission also approved the removal of candidates whose nominations were found to be inconsistent with the applicable legal requirements. In particular, the decisions affecting State Houses of Assembly candidates sponsored by political parties were informed by specific complaints received and determined in accordance with the law and the Commission’s established criteria. In summary, a total of 69 petitions were received from 12 political parties across 26 states for the governorship election. Forty-one of the petitions succeeded while 28 failed. Similarly, for the State Houses of Assembly, 61 petitions were received from 11 political parties across 11 states. Twenty-five succeeded while 36 failed. The affected candidates, political parties and states will be reflected in the updated list on the Commission’s website. Once again, the Commission assures the public of its commitment to transparency and the credibility of the electoral process. INEC Targets 103m Voters, moves to counter Fake News Ahead of 2027 Elections #NigeriaDecides2027 The Hon. Chairman of the Independent National Electoral Commission (INEC), Prof. Joash Amupitan, SAN, alongside National Commissioners, Resident Electoral Commissioners (RECs) from across the South-East Zone, and other senior officials of the Commission, continued the readiness assessment visit to Enugu State ahead of the 2027 General Election, engaging with staff and assessing the Commission’s level of preparedness for the polls. Speaking during the engagement, Prof. Amupitan emphasised the need for strict neutrality, professionalism and adherence to the provisions of the Electoral Act and the Commission’s code of conduct. He cautioned staff against actions capable of undermining public confidence in the electoral process. The INEC chairman said that while the commission had recorded progress in recent off-cycle elections, the scale of the forthcoming general election required more rigorous planning, stronger coordination and strict adherence to established procedures. According to him, INEC had completed nine of the 14 major statutory milestones outlined in its revised timetable and schedule of activities, adding that the commission must sustain the pace of implementation as election day approaches. He urged staff to resist political pressure, financial inducements and intimidation, while ensuring that every decision was guided by the law rather than personal interests or political considerations. The chairman said the commission would continue working with security agencies to protect election personnel, technological assets, materials and voters, while ensuring that polling units remained accessible despite local security challenges. Earlier, the Resident Electoral Commissioner for Enugu State, Dr. Chukwuemeka J. Chukwu, said the assessment provided an opportunity to examine operational realities, identify gaps, share experiences and develop practical solutions ahead of the general election.
