高市首相の国連演説は大変良かったと思います。 中国や北朝鮮の最近の言動には直接言動せず、実質的には「米国の最近の動きに対する暗黙の批判」にもつながる「法の支配」を前面に打ちだすことで、格調の高い演説となりました。 先にお伝えしていた私の懸念は杞憂に終わりましたので、大変嬉しく思っています。 今回の演説は「国連総会の場での演説」にふさわしく、「国際秩序が揺らいでいる今こそ国連を立て直すべき」「日本もその改革と実務に責任を持つ」ということが中心テーマになっていました。 そしてその中で、国連憲章の「旧敵国条項」に触れ、「2005年の国連総会決議で削除する意思が示されているにもかかわらず残っているのはおかしい」「これには日本の国家としての尊厳がかかっている」「すぐに削除すべきだ」とかなり強い調子で明言しました。これは大変良かったと思います。 （ネット上には「何故もう誰も気にしていない旧敵国条項をわざわざ持ち出し、その存在を世界に知らせるのか？」という頓珍漢な批判をする人がいましたが、中国が最近この問題を持ち出しているので、この問題について日本が沈黙を守ることは不適切です。） 高市首相は冒頭で、「冷戦後の比較的安定した時代は終わった」「米中などのパワー・バランスが変化している」「地政学的競争が激化している」「世界各地で市民が犠牲になっている」「物流停滞や物価高、開発目標の遅れなども起きている」と指摘。 その上で、「国連は十分に機能していない」という批判を認め、「だからこそ国連が重要だ（国連が機能しないと嘆くのではなく、加盟国自身が改革するべきだ）」という論理を展開、安保理の再編成などの具体的な提案もしています。これも筋の通った議論でした。

今回の米中首脳会談については、全てが終わった後で論評したいと思っていますが、これまでのところで明らかなのは、トランプ大統領が、盛んに「二人の指導者の個人的な友好関係」を演出しようとしているのに対し、習近平主席は、淡々と「二つの大国の対等な関係」を演出しようとしているということでしょう。 それはそうでしょう。習近平氏にすれば、中間選挙で焦っているトランプ氏の弱みを出来るだけ利用したいのは山々でも、先のないトランプ氏にあまり肩入れし過ぎて、次期政権に嫌われたくないという思惑もあるでしょうから。
