29 अगस्त 1947 - स्वतंत्र भारत के इतिहास का वह महत्वपूर्ण दिन, जब संविधान सभा ने देश के संविधान के प्रारूप को व्यवस्थित रूप देने के लिए सात सदस्यीय प्रारूप समिति (Drafting Committee) का गठन किया। यह समिति संविधान सभा द्वारा लिए गए निर्णयों के आधार पर संविधान के प्रारूप की समीक्षा करने, आवश्यक संशोधन सुझाने और उसे विधिक एवं व्यवस्थित स्वरूप देने के लिए गठित की गई थी। संविधान सभा में प्रस्तुत प्रस्ताव के अनुसार प्रारूप समिति के मूल सात सदस्य थे - Dr. B. R. Ambedkar, Alladi Krishnaswami Ayyar, N. Gopalaswami Ayyangar, Dr. K. M. Munshi, Saiyid Mohammad Saadulla, Sir B. L. Mitter, D. P. Khaitan 30 अगस्त 1947 को समिति की पहली बैठक हुई और Dr. B. R. Ambedkar को समिति का अध्यक्ष चुना गया। बाद में Sir B. L. Mitter के इस्तीफे के बाद N. Madhava Rau समिति के सदस्य बने। इसी तरह D. P. Khaitan के निधन के बाद T. T. Krishnamachari समिति के सदस्य के रूप में शामिल हुए। प्रारूप समिति ने संविधान के विभिन्न प्रावधानों पर गहन विचार किया और उसके कार्य का परिणाम फरवरी 1948 में सामने आया, जब Draft Constitution of India, 1948 संविधान सभा के अध्यक्ष को प्रस्तुत किया गया। इस मसौदे में 315 Articles और 8 Schedules थे। इसके बाद इसे सार्वजनिक चर्चा के लिए उपलब्ध कराया गया और प्राप्त सुझावों एवं आलोचनाओं पर विचार किया गया। इसके बाद संविधान सभा में मसौदे पर विस्तृत बहस और संशोधन हुए। 4 नवंबर 1948 को डॉ. अंबेडकर जी ने संविधान के मसौदे को संविधान सभा के समक्ष औपचारिक रूप से प्रस्तुत किया। अगले कई महीनों तक प्रत्येक महत्वपूर्ण प्रावधान पर चर्चा हुई और अनेक संशोधनों पर विचार किया गया। अंततः 26 नवंबर 1949 को संविधान सभा ने भारत के संविधान को अंगीकृत, अधिनियमित और आत्मार्पित किया। 24 जनवरी 1950 को संविधान सभा के सदस्यों ने संविधान पर हस्ताक्षर किए और 26 जनवरी 1950 को संविधान पूर्ण रूप से लागू हुआ। भारतीय संविधान का निर्माण संविधान सभा के सदस्यों, विभिन्न समितियों, विशेषज्ञों, विधिवेत्ताओं और संविधान सभा में हुई लंबी एवं गंभीर बहसों के सामूहिक प्रयास का परिणाम था। फिर भी, इस पूरी प्रक्रिया में Dr. B. R. Ambedkar और Drafting Committee की भूमिका अत्यंत महत्वपूर्ण और ऐतिहासिक रही। 29 अगस्त हमें उस संवैधानिक यात्रा की याद दिलाता है, जिसमें स्वतंत्र भारत ने अपने लोकतांत्रिक भविष्य की नींव रखी। एक ऐसी व्यवस्था की, जिसका आधार न्याय, स्वतंत्रता, समानता और बंधुता जैसे मूल्यों पर रखा गया। आज इस ऐतिहासिक दिवस पर संविधान सभा के सभी महान सदस्यों, संविधान निर्माताओं और उनके योगदान को नमन।

पूर्व प्रधान मंत्री, भारत रत्न श्रद्धेय श्री अटल बिहारी वाजपेयी जी की पुण्यतिथि पर उन्हें भावपूर्ण नमन। अटल जी भारतीय राजनीति के ऐसे युगपुरुष थे, जिनके व्यक्तित्व में राष्ट्रनिष्ठा, लोकतांत्रिक मूल्यों, संवेदनशीलता और अद्भुत वक्तृत्व का अनूठा संगम था। पाँच दशकों से अधिक लंबे संसदीय जीवन में वे लोक सभा के लिए दस बार और राज्य सभा के लिए दो बार निर्वाचित हुए। एक प्रखर सांसद, ओजस्वी वक्ता, सिद्धहस्त पत्रकार और संवेदनशील कवि के रूप में भी अटल जी सदैव स्मरण किए जाते रहेंगे। प्रधान मंत्री के रूप में अटल जी ने भारत की लोकतांत्रिक परंपराओं को मजबूती देने के साथ देश की विदेश नीति और वैश्विक भूमिका को नई दिशा दी। उनका नेतृत्व एक ऐसे सशक्त, आत्मविश्वासी और आधुनिक भारत की परिकल्पना से प्रेरित था, जो अपनी गौरवशाली सभ्यता और लोकतांत्रिक मूल्यों के साथ विश्व पटल पर मजबूती से आगे बढ़े। उनकी वाणी में राष्ट्र के प्रति दृढ़ संकल्प था, उनकी कविता में संवेदनशील मन की अभिव्यक्ति और उनके जीवन में जनसेवा एवं राष्ट्र निर्माण के प्रति अटूट समर्पण। अटल जी का व्यक्तित्व, विचार और आदर्श आने वाली पीढ़ियों को सदैव राष्ट्रसेवा, सुशासन और लोकतांत्रिक मूल्यों की राह दिखाते रहेंगे। #अटल_बिहारी_वाजपेयी #AtalBihariVajpayee
